This stage comes after stage 6 because, without measurement, control is guesswork.

You do not know where you need a gate if you do not know where the agent makes mistakes. You do not know which guardrail to write if you have not measured what type of violation occurs. You do not know when the circuit breaker should trigger if you do not know the normal cost.

Anyone who does this stage before the previous one builds the fence in the wrong place and still feels protected.
